i interpreted it as a guy being in love with a woman and a man at the same time. "You" being a man and "she" being a woman. At the end of the chorus, he says "hold both your hands, in the holes of my sweater" probably hinting that "both hands" are hands of 2 different people.

Sweater Weather is about an ambitious man who hates the pressures of living in California. He meets a girl while smoking weed. She isnt dressed for the weather. He may be trying to determine whether or not the girl has dressed that way just to have a reason to get close to him, or if she wants more than just sex. He may already have someone, as he explains during the first part of the chorus... but then, in the present, he tells her it's too cold for you here, let me hold both your hands in the holes of his sweater.
